Dari tuntutan tersebut tepatnya pada bulan April JSCR dan CoP mengadakan pertemuan di hicago untuk membicakan cara terbaik untuk mengembangkan kode pengatalogan yang baru untuk menggantikan AACR2. AACR yang terbit pada tahun dan telah mengalami beberapa kali revisi yang sampai saat sekarang masih digunakan sebagai standar pengatalogan sebagian besar perpustakaan di dunia telah mengalami banyak kritik, karena AACR menjadi kode pengatogan yang terlalu komplek, terlalu kuno, karena berlandaskan konsep-konsep dari zaman katalog kartu, dan terlalu sulit untuk diterapkan untuk sumber-sumber digital yang baru.

Untuk memberikan respon atau umpan balik terhadap kritikan atau masukan dari kalangan perpustakaan atau lembaga-lembaga lain yang terlibat dalam penyusunan peraturan pengatalogan, maka diputuskan bahwa diperlukannya kode baru untuk menggantikan AACR2 dengan pendekatan yang berbeda dari yang ada pada draft Part 1.

RDA ini akan menjadi standar baru untuk deskripsi sumber dan akses yang dirancang untuk kepentingan dunia digital, RDA akan menyajikan suatu kerangka yang fleksibel untuk menhadapi tantangan mendeskripsikan sumber-sumber digital, data yang lebih mudah disesuaikan dengan struktur pangkalan data yang lebih efisien dan kompatibel dengan cantuman yang telah ada dalam katalog perpustakaan online, karena landasn RDA ada di dalam prinsip-prinsip yang ada dalam AACR.

RDA dibangun atas landasan AACR dan akan merupakan suatu perangkat petunjuk dan instruksi untuk deskripsi resource description dan akses yang mencakup semua jenis isi dan media dan dirancang untuk dunia digital. RDA akan menjadi suatu kerangka yang lebih fleksibel untuk menhadapi tantangan mendeskripsikan sumber-sumber digital. Standar baru ini dikembangkan terutama untuk perpustakaan, namun JSC berkonsultasi dengan komunitas lain arsip, musium, penerbit, pendidik, pedagang buku, vendor Integrated Library Systems supaya RDA searah dengan standar metadata yang digunakan di komunitas tersebut.

RDA dan revisi Paris Principles merupakan dua projek yang terpisah, namun apa yang sedang dikerjakan dilakukan dengan saling memperhatikan, sebab kedua projek masih terkait. Antara JSC dan IFLA memang terdapat hubungan kerjasama formal, yang diperkuat oleh struktur keanggotaan dalam kelompok kerja masing-masing.

Misalnya: anggota JSC berpartisipasi dalam rangkaian pertemuan pertama para pakar pengatalogan dan masih tetap berpartisipasi dalam penyusunan Statement of International Cataloguing Principles. Struktur RDA Akan ada tiga bagian atau sections utama di RDA, ditambah beberapa lampiran untuk penggunaan huruf kapital, singkatan, kata sandang, penyajian data deskriptif dan data pengendalian titik temusuatu daftar istilah, dan index. Juga akan ada keterangan tentang rujukan references dan hubungan antara satu cantuman dengan yang lainnya.

Yang tidak akan ditemukan adalah petunjuk tentang tajuk subyek, klasifikasi atau nomor Cutter, content designation penanda isi yang digunakan dalam format-format seperti MARC 21 dan mark-up languages seperti XML. In RDA, anche grazie all'analisi compiuta applicando FRBR, sono state individuate e possono essere descritte con precisione molte caratteristiche che riguardano aspetti diversi della medesima risorsa: il tipo di contenuto per esempio, testo, musica notata, musica interpretata, immagine cartografica, programma per computer, suono, parlato; vedi RDA 6.

L'inclusione di una gamma completa di caratteristiche per la descrizione di una risorsa consente l'applicazione di RDA anche a oggetti tradizionalmente non inclusi nei cataloghi bibliografici prodotti in base ai codici precedenti. Diversi autori hanno notato che Internet ha agevolato la condivisione di materiali formativi in RDA ed informazioni con altri istituti.

RDA offers libraries the potential to change significantly how bibliographic data is created and used. RDA is a standard for resource description and access designed for the digital world. It provides i A flexible framework for describing all resources analog and digital that is extensible for new types of material, ii Data that is readily adaptable to new and emerging database structures, iii Data that is compatible with existing records in online library catalogs.

RDA is a package of data elements, guidelines, and instructions for creating library and cultural heritage resource metadata that are well-formed according to international models for user-focused linked data applications. RDA goes beyond earlier cataloging codes in that it provides guidelines on cataloging digital resources and places a stronger emphasis on helping users find, identify, select, and obtain the information they want.

RDA also supports the clustering of bibliographic records in order to show relationships between works and their creators. RDA is designed for the digital world.

The metadata created by following RDA instructions are well formed according to international models for user-focused linked data applications that are compatible with existing records in online library catalogs and also adaptable to new and emerging database structures. A brief description of RDA is given below in the form of an infographic. AACR2 was first published in Although it has been updated many times, it is largely designed for an environment dominated by the card catalog. Although the updates issued in the years following that conference addressed some of these problems, it became clear that a fundamental rethinking of the code was required to respond fully to the challenges and opportunities of the digital world.

After reviewing a number of alternatives, they decided that a new standard designed for the digital environment was more appropriate. Their vision included guidelines and instructions that would cover description and access for all digital and analog resources, resulting in records that could be used in a variety of digital environments the Internet, Web OPACs, etc.

What are the Benefits of RDA? RDA builds on the strengths of AACR2 but has some new features that make it more useful for description as a cataloging code for the digital environment in which libraries now operate.

RDA is better at catering for digital resources and for resources with multiple characteristics and will provide more guidance on the creation of authority headings. RDA has been developed with the end-user in mind. RDA provides a consistent, flexible and extensible framework for the description of all types of resources, including digital resources and those with multiple characteristics.

RDA is compatible with internationally established principles, models, and standards. It will allow library bibliographic records to be integrated with those produced by other metadata communities, and to move into the digital environment beyond library catalogs. RDA will enable, with systems support, the grouping together of bibliographic records for different editions, translations or formats of a work, to achieve a more meaningful display of data for users.
